66 valiant speedo

My speedometer is frozen and has broken a new cable I installed. Tried to remove instrument cluster but couldn't get it past the steering wheel. Is it necessary to move the steering column to get it out? Thanks for your input.

Yes it is necessary to unbolt the steering column and let the wheel rest on the seat

X2. I had to do the same thing to my 68 Valiant when replacing it's instrument cluster.
