Unhappy 67 dodge charger383

Hello and thank you for letting me join your forum! I have a 67 dodge charger 383. A friend of mine changed the timing set yesterday the timing chain marks were lined up like the old one. the car has a hei distributor I believe and wasn't touched! after the install I started car and it was running rough at a very low rpm 4-500. so my friend tried some carb adjustments but couldn't smooth it out under 1100 rpms he then checked the vacuum advance unplugged the little rubber hose and noticed there was no vacuum! could this be the problem? thanks Mark

IF the chain was loose ?the timing could be way off Check it with a timing light maybe 12-15 initial with the dist vacuum disconnected. AT idle there will be no vacuum at the dist hose, just at cruse
