Removal fuel pump hold-down collar?

Goal is to change the electric fuel pump.

I studied several videos regarding backing off the fuel pump collar by tapping on a metal tab with a non-metallic push rod.

The view of the fuel pump hold down collar does not appear to be similar to the viseos nor is it similar to a 1988 YJ fuel tank collar which I did several years ago.

Perhaps my eyes are not as sharp as they should be.

Can someone tell me if the collar removal technique requires the same backing off hammering steps ; or does it require bending tabs, and then hammering out the collar ring?
Tank is still sitting in its perch and I am considering complete tank removal vs. doing the fuel pump removal/ reinstall while the tank still sits in its perch.

Took tank out and brushed the collar area with brass bristle brush. Can see 3 tabs to hit on the collar , counter-clockwise, I believe to loosen .
Tried wooden peg, not budge.
Tried with hard plastic stick, not budge.
Perhaps will get a brass punch to hit.

Update:
Used brass punch and PBlaster with 4 lb hammer on each of 3 tabs.
Will not turn collar. One tab bent.
Rusted / seized shut??
Sitting in PB overnite.
