Just put the damn thing in already! HaHa! If it didnt go, it WILL! They ALL DO eventually. You've already done more checking than ANY service tech would have!

Ok I have taken pics.
I check the volts again and got like .1 when again the book says suppose to be 8.0.
I then ohmned the wire and got OL
So I start looking at the wire uncovering it and all and find that it is spliced in with the cam sensor wire.
So is that factory or did someone else do that? What else would cause and OL the wires look fine?

FOR ANY ONE ELSE WITH THIS ISSUE
Took the car to the chrysler guru I use to work with and with in 2 minutes found it was the computer(course if i had a full blown scanner not a code reader I could have too).
So two hours labor and $450 computer later she is running. and all the before issues gone. guess when we all start to loose our minds we act funny before we just quit.

Are you checking for 8v at the pcm harness? If you have 8V there and only .2 at the sensor it the wire might be grounding out somewhere on the way.
May want to check for peace of mind, just my two cents
Edit: I just read that you fixed the problem, hope all stays well
