There is a product that does what you want, It's a cream/paste stuff, wax on wax off. I think Meguair's makes it.

there are quite a few compounds on the market these days to fix this problem but from what my customers tell me...the 2 best are 3m headlight restoration polish and mothers mag and aluminum polish...yes mag and aluminum polish..hehe.

Everyone above has given you good and true advice. Toothpaste, Mothers aluminum polish, regular finishing compound for a paint buff, most anything with a very mild abrasive will remove the clouding. Just use a slow buffer and be patient and gentle. You can even do it with a soft cloth if you have the patience and your arms hold up.

I've got a bottle of some stuff that i picked up from Advanced Auto and it turned my fog lights from yellow to clear again on my Dakota. I'll take a look for it tomorrow and post it up.
