headlight help with 91 dodge dynasty LE

I have a 91 dodge dynasty LE with the 3.3 v-6 and overdrive transmission. My headlights will switch off when the headlight switch is on after the high beams have been engaged. The high beams always work no question. The regular headlights seem to work when the high beams have not been engaged. Yet, after the high beams have been used the regular headlights are spotty in their performance. I'm thinking relay. Any other ideas? Also, I can't get the hood to open (despite the hood release lever [which I assume you just pull on]) under the steering column. It has been very cold here and it may have frozen shut. I was just wondering if there were special things you needed to do beside pull the lever to get it open. Thanks in advance.

as far as the headlights i would think its the h/low beam switch thats on your steering column / blinker arm as those go bad but try and flick it a few times and see if its it and the hood , have some one out by the hood and pull the latch and have other person tap the hood in front and it should pop up then you have the safty latch, if it opens i would spray some oil on the latch - not wd-40 and as far as the cold, no one is having any luck - - - let us no what you come up with k

Looking around on google I noticed a lot of people having the same problem and it seems to be something that burns out in the headlight switch rather than the stalk. I've got a used one that hopefully isn't toast coming in a few days and we'll know then. Hopefully I can convince the hood to open soon as I could use the washer fluid with all the salt on the roads. If I do get it open, I've got some 3 in 1 or silicone lube sitting around somewhere.
