it is a manual e-brake right (has a long metal string than pulls or releases the e-brake)?
i'd just trace the line and see if it broke anywhere

usually the passenger side cable rusts up and im assuming that its the side that isn't working so i would just take both the cables off, from the single cable to where it goes into a divider plate remove it from there and if you are able take them out from the rear drums and see if you can move them in and out manually then spray a bunch of spray like zep oil and work it into both cables till free, hope any of this will help you out

I totally agree with Chally, put like half a can of WD-40 down each line being careful not to contaminate the brakes, safety first...lol. Let em soak for a while and then try to move em, on and off, they should free up.

well did you get er fixed and have to admit but i never new it had all wheel disks and the concept is about the same as with drum brakes but if i remember right on others its a little harder but you should be able to do it with a can of pen/oil and alot of moving them / hopfully you will have a hand to help as its eiser that way
