1988 d100 will not start off key

Looking for some help, I have a 1988 dodge d100 v6. I can touch a knife blade across the hot starter wire to the positive battery post and pour gas down the carburetor and get the engine to turn over and run that way with the key in the on position. When key is in the on position I have power to interior lights and radio, can also hear a/c click when key is turned. Can’t hear fuel pump and get zero response from the starter off the key. Have already replaced the starter relay as I was convinced that was the issue. Any advice would be appreciated.

Check the Neutral safety switch and see if that mat be the problem.
