There are tremendous variables.

First, some of the test cars had the crap run out of them, and may not have been in top shape, and tires back then left a lot to be desired, as well as the usual variables---
driver skill, track conditions, weather, temp, humidity, and a host of other things.

But here's the kicker---
When I had my '70 RR, and was stationed at Miramar (San Diego) long about '71 or '72--I remember reading a small little panel, buried in the back of one of the "popular" car rags, in which they said:
"We lie"
"We test these cars, and sometimes we think they should have "done better" so we "factor the times."
