Unhappy 69 Dart GT wont start

I have a Dart GT with a 340 and a 4 speed. When i go to start the car it tries to turn over then starts clicking. My first guess would be the starter but what about the starter relay? Could it also be that? Also if it is the starter with the steering and headers what is the easiest way to remove the starter? Any help would be great! THANKS!

Basics people. Check battery, 12.7v or more? Check connections. It does not take much corrosion or dirt to stop 12 volts. Will it start with a jump? Is this your first try to start of the year? Batteries can have the proper volts, but can be internally shorted= no amps. Do the basics before you start changing parts. Dont go dropping the starter yet!
