How the heck do I remove the gas pedal?

How the heck do I remove the gas pedal?

I have a 68 fury III that I am disassembling to prepare for paint. I made big progress today but upon removing the carpet, I realized the front half wouldn't budge because the hinged gas pedal flap thingy that makes contact with the actuator arm was somehow attached to the floor. I went under the car to discover 2 nuts attached to bolts which I presume are holding it down but after almost an hour of loosening the nuts the pedal still won't budge and the nuts won't come off. There is a rubber boot that covers where the bolt heads should be so I can't tell if I am making progress. I almost popped a vein on my forehead!!!Please help me Thanks!

Those "bolts" are studs. They should not turn. The nut should come off separately and the stud remain in the pedal assy. At this point you can:

A. Mask it and paint around it.
B. saw off the studs and nuts and buy a new pedal assy.

Those are pretty much your only options.
