It all depends on what kind of performance you are looking for. For me, it is straight line acceleration as in drag racing. Other people are after road racing/auto cross performance which is more oriented towards better handling in corners etc. Either one requires a powerful engine, but from there it is all different. For drag racing, you want wide slick tires for traction and an an engine set up for brute power to run a 1/4 mile in the least amount of time. For the other kinds of racing, you also want a powerful engine, but perhaps one that can take more RPM, and a different suspention that is more suitable for curves and cornering.
If you are really new, I would suggest going to youtube.com and searching for drag racing, indy racing, autocross, etc so you can see how they are different.
