318 poly will not start but if you shoot carb cleaner or engine starter it does

I have no clue what could be the problem and was wondering if any of you would know an answer to it. The starter and everything is good we think it might be a block in the fuel line but not sure. It’s a 54 year old engine that’s never been rebuilt.

Engine not properly primed (human or mechanical error), choke locked open.

maybe take the fuel line off at both ends and blow compressed air through. also, check filters, all of them (as in, if there are any IN the carb like on a quadramess).
