It is a stamp pad on an engine block. It has letters and numbers stamped into the pad. It is covered by blueish paint. may be a mopar.

Thanks. i found in the middle of the road by my house. Somebody must have busted their motor mounts. LOL

have a picture of the entire engine? if you found it in the road with no car around, it fell off a truck or something.

I was just kidding because the answers so far have been the obvious. It's in a car I am thinking about buying. The guy is going to get me the rest of the numbers off the block. Thanks though.
