sudden strange LOUD whining noise on startup

sudden strange LOUD whining noise on startup
K, it's been a few days sitting in the driveway, block heater plugged in because its been -20 to -25C all week here.
I shovel the car off today, and start it up. It starts up right away, but is making a horrible loud drone sound. Ouch!! really loud.
what the heck?? Frozen belt? Current temp is about -25C (-13F)
Shut the car off, shovel some more snow off, open the hood, have a look.
Nothing looks out of place, no burning rubber smell, etc.
Start it up again to take video and see if maybe it goes away after a few seconds.
Well, it didn't go away.
here is a video clip (in person it's much louder than the video indicates, it is almost "cabin-filling volume" in real life.
This morning we got a SEVERE COLD WARNING, minus 40 windchills for the next few days (I'm located 200 yards from Minnesota border).
It is very windy around here!
Has anyone heard this before??
I'm wondering if turbo is oil-starved, due to the oil viscosity being too high for this very cold weather? It had a 5W30 oil change a couple months ago.
Or is it something else altogether?? If anyone recognizes this sound, please let me know, thanks!
