727 no shifting in drive

Hi All, quick question. I have a 1971-2 Torqueflite 727 mated to a 383 with a problem that I hope someone who knows more than me (not hard) can steer me toward resolving.

Issue is: In 'R' I have reverse. In '1' it stays in 1st as it should. in '2' it shifts from 1st to 2nd and stays there as it should. In 'D' however, it stays in 1st and that's it.

I've tried resetting the kickdown linkage and also tried the linkage disconnected and tied all the way back, but still no 3rd.

Am I right in thinking it's a valve body issue? Or could it be something else?
