throttle rod adjust

Greetings from Scotland. I am trying to set the throttle rod where it connects to the swivel at the transmission. The manual shows that the swivel should run freely along the flat edge of the rod, how can this be when the lock nut is tight.I have attached a diagram from the manual. The problem is that it will not change down nor kickdown, it does change up smoothly. Any advice welcome. The van is a 1991 b250 with 318 engine and 727 trans

When you loosen the lock screw the swivel should slide on the rod to take the slack out of the linkage. If you have some help ? Push the gas pedal to full throttle With the engine off!!! Loosen the lock nut so the swivel slides and push the trans lever back as far as it will go Then tighten the lock nut.

It's just telling you to remove any burrs from the locking bolt or straighten if bent to ease the adjustment like TV says.

Something about that seems off as you want the kickdown to engage at 3/4 throttle not full. There is also 1/4 play past full throttle if i remember correctly.
