yesterday I started to remove my front shocks just following my service manual and unbolt top first then the bottom.

Trouble is I can't pull out the lower bolt because the tie rod is in the way.

Do I have to remove the torsion bar and tie rod assembly to get that bolt out?

 

This makes no sense at all. The tie rod is inches away from the shock bolt. Can't you turn the front wheels left/ right to clear what you need? You have a shop manual?

 

Sounds like you are trying to remove the lower control arm to get the shock out ? Not the way to do it..
With it up on jacks and weight off of the control arm you can get the shock out. What you need to do is remove the upper and lower bolts and compress the shock. Use a large screwdriver & pry the shock up & out of the lower mount

The tie rod is directly in the way of removing the lower shock bolt, irregardless if I turn the steering wheel or try to lift up the wheel hub.

 

You have a sway bar ! Just undo the long bolt, or get a long pry bar and pry the sway bar up enough to get the bolt out
