To adjust the carb the best way is to use a vacuum gauge.
The two screws on the front lower part of the carb are the idle mixture screws. Try to get the highest reading on the vacuum gauge. Clockwise to lean it out and counter-clockwise to richen. The idle speed screw is on the driver side, this adjusts the rpms. 750? for idle. The other screw must be for the fast idle adjustment. This is the adjustment for when the chock is operating, when you first start the car. It idles faster when warming up.

To remove the valvesprings, there is a tool that is shaped like a prybar sort-of. It uses the rocker shaft fot the lever point. I cant tell you where to obtain one though. Youll also need to pump the cylinder up with air before you attempt the removal.
