49 Chrysler Windsor brakes

Hey guys just curious as to why the arrow on the bolt that holds on the brake shoes need to be pointing toward the wheel Cylinders and if they are not is it a big deal, thanks to everyone in advance.

Not 100% sure.... But might be the off-set of the shoe lining?...
