PCM NOISE.

GREETINGS... I HAVE A 1996 Chrysler Sebring convertible 2.5 with a no spark issue. I noticed that the PCM is making a high pitch ringing sound . it's rings continuously while the key is in the run position . i was wondering if this was normal or if it could mean that i have a bad PCM reason for the no spark. attached a multimeter to the two prong connector at the distributor and grounded other multimeter prong. multimeter shows about 1 or 2 volts. not showing any trouble codes. the ringing PCM sounds like a high pitch dog whistle only not as loud. should i replace the PCM or is this normal. is there a way to test my PCM. please Help im about to loose my job cause i don't have transportation. please hurry some body any body... smh ...thanks in advance
