I have a 1984 Dodge D150 2WD short bed. The truck is lowered about 4 inches.
Im looking to purchase these for the front:US Wheel Smoothie 510 Wheel 16x7 5x4.5 (5x114.3) 5x4.75 (5x120.65) Gloss Black 6MM
and these for the rear:
US Wheel Smoothie 510 Wheel 17x8 5x4.5 (5x114.3) 5x4.75 (5x120.65) Black 0MM
I'm not so much worries about the rears as I am the fronts. Will these clear when at full turn and still be tucked under the fender? Also, any recommendations on tires and sizing? I included a picture of what it looks like as it sits today.

On your 84 truck, did you change the front hubs and the rear end? You said that you have 5 x 4.5 on the lug pattern. I have a 85 D100 Custom and my lug pattern is 5 x 5.5.
On the fronts...(For Standard ride height). 31" tall tire with a 10.50 wide.... is about as bid as you can get without rubbing....
So if its lowered 4" ... I my best guess would be about a 27-28 tall MITE clear at full turn.
