Does it have a post on the arm? It likely just pulls straight off, I doubt it was the hook and loop kind popular today.

No hook and loop that's what I thought it was the pull off kind but the darn thing won't pull off tried everything I knew to get it off it gose up a little then stops put every kind of penetrating fluid known to man but it won't budge wasn't sure if there was a special way to remove them but thank you very much for the reply

Hay Skwerly.... Good to see you checked in.... long time no see....

79-D.... You just have to pry it off with a large blade screw driver... Mine has done the same thing.... Pry it at the cowl and the wiper arm... Sound like the bushing went bad on the arm. once you get it open you can replace the bushings and it will work just fine...
As for the water leak... That you might have to chase....
