What does HT mean and the cross symbol on my 413

After cleaning of the block (Its blue) i located the plate behind the water pump on the block ans is stamped HT 413 + (the + looks like a cross symbol like on the red baron air plane) does anybody know?also what does HT stand for?.. and the numbers( 7 17 2 ) are stamped toward the front of the plate..hmmm

Undersized main &/or rod journals I believe. #7, #2, an ? are the undersized ones. Not sure what the 17 is. M= main R=rod.
