The ol BFH, been there done that but I wouldnt in this case. See'ins how your not in a good spot I would start with the starter relay (excuse the pun..yuk yuk). It should be mounted on the firewall, left side. When you go to crank it should make a "click" noise. Assuming it dont, check the relay. It should have two larger terminals and two smaller terminals. What I would do is, with a test light, find which of the smaller terminals has power when you go to crank. You might have only one small terminal that means the relay grounds at the firewall. Also one of the larger terminals should be hot all the time, the one that isnt is the one that goes to starter. If you jump from ONE LARGE TERMINAL TO THE OTHER the starter should crank if its good and one of those terminals are hot. Hope I didnt confuse you too bad, good luck, let me know what you find.

why would you check the ballast resistor? has nothing to do with the starter or relay? (turning over the engine)
sweeperking nailed it
its either the starter or the relay.. had a car the connector would always come off. could be that too,
