Take the tire off and pull the drum off, the brakes will probably come apart, cut the drum put new shoes on and make sure the adjuster is free, put it together, and let it roll

You could always see if a later D-series front knuckle will bolt on. If it does, then you can swap over to disc using that.

scarebird is a good product & uses readily available parts for the conversion

If the wheel is locked It could be several possibilities. Bad master -not allowing fluid to return, frozen wheel cylinder, collapsed rubber brake hose. It could also be a frozen wheel bearing.
Not sure on conversion, I think you still have the I beam suspension which limits options

well i looked at IFS kits... pricey, around 2000 to 3000 for everything which long term seems like a good idea and a smoother ride...

but the scare bird for the price and amount of work seems like the better choice starting out.i think my kit was going to be 175$

at any rate before we trail off too far... im still waiting on the photos and apparently its full of red wasps at the moment... says the stir up every time he mows around it lol.

so brakes are an issue, not sure in the engine yet, body should be good... what about the gas tank though? i've never had an in cab one.

any known issues? like with fuel pumps or leaks in the cab?

I don't believe they did. I was thinking they had IFS at that time for the trucks.
