When I bought my roadrunner, the guy at the auction claimed it had a title but 6 months went by and we didn't get one. We used Broadway Title Company and paid $150 to get one. It took a couple of months but you got a title. You give them a bill of sale signed by you and then they transfer it to their state where you don't need a title, only a bill of sale, and they send you back a bill of sale which is able to be switched to a title in your state. So if you ended up selling it to a person in a state that requires a title, all you would have to do is give them a bill of sale for them to transfer it to a title.

I own an auto repair shop.
Any time i have a car with no title, I just put a lien on it.
It is legal to do if you have a business.
I believe you can also do it if you go to a company and have it done.
As long as you have some kind of equity in the car IE: Storage or mechanical work, You can put a lien on it and get a title.
I have done it many times, And here in Indy, It only takes 28 days.

I'm not sure, as a rule i won't even look at a parts car unless it has a title, in my opinion it's not worth the agrivation or money. I know here in fla if you build a street rod dmv will issue a vin # to it i know someone who put a 50s truck body on a 70s 4x4 chassis and did that.
