Yes all drum brakes can be adjusted. There are actually self adjusters on there so you don't have to. Asuuming all is right you shouldn't have to adjust anything. But if you want to get a shop manual and have at it.

Quick tip. The automatic adjusters seldom do. hes right about the manual. They are supposed to ratchet and adjst themselves when you back up and firmly apply the brake, but the hardware gets old and worn. Tip for keeping the rears adjusted, Set the parking brake regularly! Do this for two weeks and you will notice more pedal.

and also, on my truck i have front disks and rear drums. the only way for my truck to stop properly is to have the rear drums ajusted so hard that when jacked up, i can barely turn the wheels by hand.
if i back the ajusters off any, then my brake pedal doesnt engage until farther down closer to the floor, and i dont stop as well. it seems that unless my my shoes are dragging against the drum, that i dont get enough pressure to my front disks.
idk if anyone has ideas for me - its a 3/4 ton 1967 dodge d200 crew, with a dana 60 rear and a chevy dana 44 front with disks and i believe it has a chevy truck master cylinder.

yeah you can adjust the starwheels. make sure your brakes are properly bled, and inspect your shoes to make sure they arent cracked and they still have a lot of pad left. when you adjust them, you should have the wheels your adjusting off the ground, and you should tick the starwheel until you feel the wheel getting slightly harder to turn. do the same thing to all wheels and make sure you feel the same resistance with your hand for all of them.

Well, I kinda meant for you to use the parking brake when you park ONLY. My 95 ram would chew through front pads cause the rears were never adjusting themselves. Got over 100k miles and the rear shoes were brand new! Took a friends advice, set the parking brake every night for a week and all was well. Now I set it onece a week or so and still have firm pedal, AND more balanced braking.
