sounds like not the right ballast resistor, not enough juice to the coil, not enough juice out of the coil, not large enough wires to the plugs, or that the motor is not properly grounded.

Are you using the right coil? From what I read you want a 1.4-1.8 ohm coil for a ballast system, and a .6-.8 ohm coil for aftermarket 12 volt ignition. I may be wrong, so check it out for yourself before you start changing parts. Good luck.

how many miles are on the motor that you are fowling plugs?

is the piece that is leaking held in by two bolts, and silicone is injected into the bolts?

mine also leaks, even after i just replaced it
can you please post some pics when you get it off, and post a pic of the new seal that you are gonna use
