Question oiling holes in distribution cover doubt...

hello guys, im rebuilding a 360 LA, there are 2 holes which go from lifters oiling through cam plate where distribution cover goes, i just want to know if they are blocked from factory or they are just blocked with the cam plate... cam plate is blocking it anyway, but just want to be sure, are they factory blocked with something or they're coming unblocked? thanks guys.

Steel drive in plugs should be in there.

Yes, and they are threaded in, at the back of the block.

Looked at a 1970 318 block I have and it is plate only, one other (year?) has plugs under the plate. A Mag block I have has plugs and a groove in the plate, for what reason I don't know. Go figure. I don't think it's a big deal aslong as the plate is flat with no groove.
