My Choke is not sticking. I watch it while the engine warms up and take it around the block to verify and it stays open when warm.
How can i test if it is running rich?

it sounds like your timing is to advanced 10deg is allot even with my supped 318 it does not run with 10 im at 5 with a mallory ss electronic distributor
im assuming you are talking about the ignition timing not the cam timing
it will have allot of the same symptoms back off your timing to factory setting and see wat happens
if you advanced your cam gear with a adjustable timing chain gear set that can/is a issue a we need more info to help

With today's fuels it is sometimes hard to tell, What do the plugs look like ???
The 318 should run fine with 10 deg before BTDC You may be setting it at 10 after? ATDC
you dampner may have some strange marks from being a lean burn system. So check TDC

Could also be that the carb is too lean? Or you could have a plugged cat converter

@ PK1 > My "Mechanic" Said he advanced the cam 10 degrees when he was Helping me install the vaccume advance distributor kit. im not 100 % sure if it is a cam or distributor advance. If it is a Distributor advance do you know how i can check it or loosen it enough to play around with?

I Love My car. it originally had the light blue interior, and I had a beat up old 84 5th ave with a MINT Royal dark Blue Interior with lots of chrome and i swapped them out. there's not alot of old 5th ave's around any more. I wish I had Enough $ and Space to buy them all up!

@ TVLynn > I Was planning on checking the plugs (fairly new) tomorrow. will let you know. I did also suspect a plugged cat because it was sitting for a few years before I bought her. Could that also be why its Spitting out what looks like Carbon Deposits from the exhaust? is it common for deposits from the exhaust after removing and cleaning the intake?

OK we are talking about the distributor as suspected. Not the cam shaft Yes sometimes it will blow out carbon -that may be just from the muffler. Try disconnecting the cat or remove the O2 sensor if it is not rusted solid to create an ex leak, leave it hooked up. See if it runs any better. Or if you have a vacuum gauge ? Hook it up and check the vacuum at idle, the run it at a fast idle for at least 1 minute while watching the gauge if it drops off that could indicate a blocked exhaust system- cat or muffler

if your mechanic advanced the cam too crank timing he would have to change out the the timing chain and gear set out of the front of the motor which means he disassembled the front of the motor

From your description, it sounds like it has the original cam and cam drive? If so, this would be the old "nylon" top sprocket, and it may have slipped time.
But first get a timing light on it and see what the timing IS. These engines should run fine in stock form from about 5--10 BTC at idle with vacuum advance disconnected.
Otherwise, you could have some dirt in the carb
