Depends on the bolt, how it broke, where its located, ease of access to it.... just to name a few.

Can you give some more info on your situation?

As we are dealing with heavy duty machines so it is not necessary that position always remain same, we are facing this problem on large scale and want to hire a particular firm for this task. Can you give me such name of firms?

It depends on how it is located and on the bolt itself. It also depends on how it broke and access to the place as well.

If the head is broken off, and the rest of the bolt is sticking out a little, you can weld a one zize bigger nut on it. Then spray on some rust solvent. The heat helps it to penetrate. Have done this two times with success.

heat , melting wax in , good penetrant all help
drilling a hole & using "easy outs" or welding a nut on the stub worst case drill it out & helicoil the hole

I have a set of drill bits that work in a reverse rotation to cut. So you run your drill in reverse but they cut in the counter clockwise position. As they cut they are also torking the bolt out. This preserves the threads in most cases and removes the bolt.
