ezwiring has a nice harness setup for around 180.
i am in the process of making a custom instrument cluster from the stock unit - a lot of work but it is way cheaper than the aftermarket units -

for cheap decent gauges, check out the equus line at checker (depending where you are it might be schucks, kragen or oreilly) i priced out, on their white face line, an oil, water, volt and fuel gauge for $120.

what dash pieces are you needing? if you are interested i have the large center bezel/cover and glove box cover. they need to be refinished, but they are complete.

[quote=MeyersMechanic;15010] I have 1000 dollars to spend, I need to install a new wiring harness, new dash and gauges, rims, and torsion bars.

How does one tell if they need the torsion bars replaced. can they no longer be adjusted or is there a certain thing that a person needs to look for to know or years that they have been used?

The front end will sag a little when the torsion bars are worn.

E-bay is your friend. I have found 2 or 3 clusters on there for about $60. The wiring harness for what? the whole car or just the engine bay? Rims, once again, look on E-bay. I think you'll have the 5 on 4.5 lug pattern.
