What is this?! Electrical item

Can’t figure it out from the manuals. The square, rusty looking box seems to have melted something inside and ran into inner fender. Sudstance is clear and solidified do not gummy.
Traced the wires that were taped, ran across brake booster along firewall, had all of the connectors, And connected to nothing. Any ideas?
It’s on the drivers side in front of switch Boxes. Nothing running into it but has the plug and wires exiting.

this is an egr timer. was on 225 eng w/cali med duty emissions, 360 4bbl fed emissions, 318/360 4bbl light duty emissions. if you have a service manual that is not a factory one,it wont be in it most likely. it is in the emission section. later models were on firewall. wiring you found connected to it was connected to bowl vent, oil sending unit and choke controls. the 3 prong black connector goes to oil pressure switch that goes to choke diode. that three prong connector was responsible for burnt wiring a lot of times when switch stated leaking oil and it is hooked to j2 blue ignition. hope tis helps. the stuff running out of it is just gel that they used to insulate circuits, also the same stuff in ignition boxes. i don't know how to post pics on internet but if u need pic of wiring diagram, i can text pic from my phone.

Everything was 100% disconnected with aftermarket intake, carb, and EGR deleted.

This is is perfect because it is 1/2 ton 360 4 bbl. Fits with VIN.

Unfortunately, trying to get smogged in SoCal. Not sure I will put it back on unless local smog guy knows these trucks and is a stickler.

Just got smog pump replaced and EGR/PCV. I think main thing missing is factory style air cleaner and a little vacuum plumbing.
