Help frustrated dodge owner

I have a relatively good shape w200 i bought because original owner couldn't get it started again now i didn't immediately know what was wrong but he had replaced everything to do with ignition as in new distributor new ceramic voltage regulator new ecu u name it so get it home realize that control module has 5 wire plug module has 4 pins so fast forward a year now i cant get it to turn over unless i jump the starter im so busy with work i just don't have time to chase it just wondering if someone out there can give me a place to start im getting 12v on 3 legs of ceramic reg and 5.4 on the other leg
Any help would be great thanks

So it will not turn over..... As in Crank?
Or
It cranks and will not start ?????
